连结数字经济和政策法律教育

新课程的独特之处在于，将大数据、人工智能、电脑技术、信息技术、平台经济、自媒体和数字经济与政策、行政管理、企业治理以及知识产权、信息隐私保护、网路安全与网路犯罪等法律法规联系起来，这两个重要领域能够使学生在快速发展的数码世界中，成为专业人士、政府部门中高级管理人员、企业数字合规管理人员、数字经济领域的律师和法律工作者、教育工作者或高级研究人员。该课程旨在提升学生在人工智能和数字经济方面的政策法律素养，使他们能够成为跨学科专家，并为日益多变的数字经济未来做好准备。 

成为数码治理政策法律领袖，开拓未来职业更多可能！

课程亦旨在开拓及提升个人潜能以成为未来数字时代领袖：

1. 数字经济政策法律专业人士 : 在政府部门、事业单位、企业、数字商业谘询机构、律师事务所等单位工作，将数字经济领域的政策和法学理论和技能应用于数字产业和管理及公共策略。
2. 数字法律领域的专业律师和法务工作者：一方面企业为满足数码治理政策法律的合规要求，需要聘请大量的精通数码技术和数位经济治理政策法律的专业法务，另一方面律师事务所也需要大量的精通数字技术和数字经济的专业律师。
3. 网络记者、编辑、制作人：新闻社、自媒体和制作企业，线上报导新闻、制作新媒体内容，需要满足数码治理的政策、法律规定和要求。
4. 学术或进修：可选择继续攻读数码科技、行政管理、经济管理和法学等相关领域的博士学位，在大学担任老师或研究员。

修读对象

修读对象为香港、中国内地及世界各地的申请人。本课程旨在吸引对数字经济行政管理和法律服务行业工作有兴趣的大学毕业生，或在职数字经济、行政管理、企业管理和法律专业人士和教师等，以助他们了解全球数码治理的政策法律发展。 

课程结构

本课程共包含24个学分，学生须修毕总共24学分的核心和选修科目，以满足毕业要求。每个科目占3学分（如果选择撰写毕业论文，占6学分）。学生须完成4个核心科目、4个选修科目（或者2个选修科目和毕业论文）。

课程目标与目的

1. 使学生具备日常应用的数字经济时代行政管理和法学理论与实务知识； 
2. 培养学生应对数字经济时代行政管理、企业管理、合规管理、风险控制和法律思考和分析能力；  
3. 增强学生的专业能力和信心，满足不同学习者和未来数码治理和法律领域领导者的需求；  
4. 培养学生探索数字经济治理的政策措施和法律行为潜力的好奇心和创造力。 

教学语言

本课程主要以普通话授课。在适当的情况下，部份环节将辅以英语。

上课地点

课程的时间可能包括工作日晚上、周末和/或长假期间。课程可能会安排在大埔校园、将军澳教学中心、北角教学中心、九龙塘卫星教学中心和/或大学决定的其他地点。实际的上课地点由大学决定。

Important Notes for Students from Mainland China on Overseas Credential Evaluation (国(境)外学历学位认证)

(只供英文版)

• Students who have fulfilled the programme requirements will be conferred the degree upon the approval of the University's Academic Board. The University bears no responsibility for the evaluation of its degrees outside of Hong Kong. Students are advised to consult with the relevant authority(ies) for the prevailing rules/regulations. 

• Individuals who would seek qualification certification in Mainland China after graduation should contact the Chinese Service Centre for Scholarly Exchange (CSCSE) 中国(教育部) 留学服务中心  (https://www.cscse.edu.cn) for updated details. 

• The certification in Mainland China is an independent process from the conferral of academic qualification in Hong Kong by the University. For the avoidance of doubt, no warranties are given in respect of individual graduate's qualification certification or recognition in Mainland China or any other professional qualification or license outside Hong Kong. 

• CSCSE  takes a very prudent approach in evaluating each application, including the students' residential period in Hong Kong during the entire study period. When evaluating graduates' credentials, the full border entry and exit records of individual applicants will be examined. 

• Students who would pursue credential recognition should be aware that short stays in Hong Kong during the study period may not fulfil the CSCSE residential requirements, leading to possible uncertainty and risks to their credential recognition. 

• Students are seriously advised to consider the above when making personal plans, such as accommodation and travel plans from Hong Kong, etc. and make necessary arrangements where appropriate.  

• It is the responsibility of the students to be familiar with and comply with the University regulations and guidelines governing the Taught Postgraduate Programmes. Students should refer to the Graduate School website for the General Academic Regulations and the Code of Practice for Taught Postgraduate Programmes for details. 

• Students should consult with CSCSE if they have any enquiries.

入学要求

一般入学要求 （适用于2025／26学年入学的申请人）

• 申请人需持有认可的学士学位或同等学历。
• 具有超过两年工作经验的申请人将被优先考虑，特别是在中层至高层管理职位的专业人士。
• 申请者通常应符合以下至少一项普通话（中文）能力要求：
  i. 以普通话为母语；或
  ii. 在香港的本地及国际学校完成相关课程的申请者；或
  iii. 其他国际申请人需提供资格证明或能力测试结果，以证明其普通话语言能力。
• 将优先考虑在以下认可的英语能力测试中获得优异成绩的申请者：
  i. IELTS 雅思考试（学术组）：最低分数为 5.5（有效期为两年）；或
  ii. GCSE/GCE O-Level 英语：成绩 C 级或以上；或
  iii. TOEFL托福：网络版考试最低分数 80（不接受家庭版）；或
  iv. 英语专业八级测试（TEM-8）：合格；或
  v. 全国大学英语六级考试（CET）：总分至少 430（有效期两年）；或
  vi. 以英语完成高等教育的申请人；或
  vii. 其他同等资格。
• 通过初步遴选者或需出席面试。

• 整体语文入学要求可能会有所调整。

注：如中、英文两个版本有任何抵触或不相符之处，应以英文版本为准。

于中国内地院校取得学士学位的申请人须提供：

• 教育部学位证书（中文原件扫描）及由学信网(CHSI)发出的六个月内有效的学位在线验证报告；
• 教育部毕业证书（中文原件扫描）及由学信网(CHSI)发出的六个月内有效的学历证书电子注册备案表；以及
• 最终成绩单（中文原件扫描）。

申请人需透过网路申请系统提交补充文件：

• 两封推荐信 (Recommendation Letters)
• 1,000 字中文和 800 字英文的个人陈述 (Personal Statement)，表达你对本课程的兴趣。

学费

2025/26全期学费为港币十九万元正，此费用可能于日后调整，本校保留更改学费的权利而不作另行通知。

已缴学费一般不获退还或转授。超逾常规修读期限（一年全日制）而仍须修读科目以符合毕业要求之学生，需缴交延期修读费用。
